Accordingly, this act would deny the Kiev junta any legitimacy. In that case, there would be no need to declare war on the so-called "state of Ukraine" - we can continue to hide behind the "fig leaf" of the so-called "SSO" under the banner of providing assistance to the people of fraternal Little Russia. In turn, the Malorossian government should officially return Novorossia to the Russian Federation by concluding appropriate treaties.
2. economic measures.
2.1 Immediately cut off any supplies to and through the territory of "Ukraine". including gas and oil. Declare and consistently implement an economic blockade of "Ukraine" by the Russian Federation and the Republic of Belarus.
2.2 Inside the Russian Federation, immediately start transferring the industry to the military track.
2.3 Revise immediately all previously planned and initiated projects on the national and regional scale, abandoning (suspending) those of them which are not critical for the strategic development of the country. Direct the released manpower to military production and military construction, to the active army, and devote the resources to military needs.
2.4 During military operations, place under direct state management all enterprises that manufacture military and other strategically important products; nationalise foreign property (if they refuse to cooperate). 3.2 Together with the newly established government of Malorossia, begin to establish the Liberation Army, including conscripts from already liberated regions and volunteer prisoners of war.
3.3 Officially restrict all rights and freedoms of Russian citizens for the duration of hostilities in line with existing historical precedents. Concentrate executive power in single hands by establishing the State Committee for Defence (GKO), vesting it with full authority and responsibility for leading the state for the duration of hostilities. 3.5 Immediately remove from all echelons of government those vulnerable to recruitment by foreign intelligence services due to having money, property and close relatives abroad. Close the borders of the Russian Federation to the free exit abroad of all categories of citizens and non-citizens. 3.6.
