So let's compile some of the more important info in an organized manner and see what we come up with...
Resilan is the name of the sword apparently. You somehow use this to protect the eye's soul from destruction.
A mysterious voice (in Arcadin I believe) said all of the following:
* An eye...
* an amulet...
* a ring and the broken soul of our champion.
* We scattered them throughout the lands.
* surely the secret will remain intact
* crush the weak

anyone who isnt strong enough to take their reward through bloody battle doesn't deserve a reward
It's fairly obvious the items are Solusek eye, twinkling amulet, most likely your choice of any of the SE rings that now show up in TS section of inventory, and the broken blade(?). They don't exactly seem 'scattered throughout the lands', since they all drop off cave hydra, but idk...

All I would guess drop off the appropriately named mobs in SE?
* Treasure chest
* Treasure chest key

New fishing items that you may need to acquire to do this quest.
* A whisper: There must be something binding the Rathe and the betrayer to their current partnership.
* A whisper: Perhaps a contract, or a pact.
In Blackwater you overhear this. Also a questionable voice there says you must sever this connection (find the pact/contract and destroy it somehow). I have no idea where to find this contract, but Arios the battered and Rathe mtns would be good place to start looking.

"Ith na elem kabar. Resilan bolash ith na elem. Gra lisa embek."
The text on the sword itself. Someone translated this as: "A bark in a helmet. Slashable iron in a helmet. Slim breakage." I have no idea if this is right or wrong. It seems right because all the letters match up, but there was another mention of "Resilan" (capitalized in both instances) and a couple instances where people mention a "bolash" that walks among them (Blackwater) which I envision to be a vampire (hence all the bats), so I'm going to guess that this translation may not be entirely accurate.
* Mysterious whisper: Na Elem Kabar, we must hurry!
* Mysterious whisper: War is at hand. We will fight ith na elem kabar.

More translation stuff (from HP). Ugmar is an orc in DFF (w) along the MTG side of the mtns at a DF camp. If you match this writing up with the inscription on the sword, you see many similarities, and the whole "Na elem Kabar" thing shoots down the "in a helmet" translation for the one above. No, I think this is some sort of code of some sort. This code is the key to busting this wide open I think. Someone go talk to Ugmar and see if he says anything in this wierd language. I at first thought it might be some sort of rotating alphabet code, but I don't know.

All three of these make sense, so even if we can't figure out a certain letter code right away, perhaps we can piece together replacement words that would make sense in all the above.
"NA ELEM" is always found together, that is a clue.
"NA" can start a sentence or be found in the middle.
"ITH" can start a sentence or be in the middle. "THE" wouldn't fit right with any two letter words that it could be, so that leaves us with ? something else...
"ELEM", in it's context, could be a verb but probably is a noun.
"NA ELEM KABAR." is a complete sentence, but so is "ITH NA ELEM KABAR." That limits the choices considerably. With the first sentence you have at a minimum a subject and a verb. I think KABAR is the verb and ELEM is the noun.
I don't know, it's getting late. Here's where I got using simple letter substitution based on the frequency they appear and logic.

Maybe that gets someone somewhere?
Also, some items from merchant gilgash may be used with whatever else to make a new item. Maybe some of you people who have it almost finished could shed a little light on what you've completed and we could help figure out the rest?
