MAP EDITORS:
QERadiant - A very popular and powerful editor. Based on the original in-house editor used by id Software to create the levels for Quake 2, it's functionality has been greatly extended since. Not the most intuitive of user interfaces, though.
Tread 3D - Certain mappers I know swear by this. Flexible and powerful, with a ton of features including actual lighting in the 3D camera view.
QuArK - Quake Army Knife. In their own words: "Extremly newbie-friendly map-editor, very different from other popular map-editors, with context help and intutive functions." Also allows coloured light previewing in an OpenGL window.
WorldCraft - Another well-known editor that has been around since the early days of Quake. It requires you to register to obtain the full version, however.
TEXTURE EDITORS:
Wally - The one and only. It provides a reasonable range of graphics-editing features, though not quite in the same leauge as commercial graphics software. It is very useful for converting the standard image formats (JPG, TGA, BMP and PCX), as well as textures from other games such as Quake, Heretic, Sin and Half-Life, to the WAL format used by Quake2.
Paint Shop Pro - A powerful and popular graphics package. Create your own textures from scratch, or modify exisiting images to suit your needs.
Photoshop - Another great graphics tool for image manipulation.
COMPILERS:
QBSP3 & QVIS3 - Modified versions of the original compilers, by Geoffrey DeWan. Various bugs have been fixed, and new features added to help track down mapping errors and make the compiling stage run smoothly.
ArghRad - You need this lighting compiler! Loads of extra features including phong shading for faking curved surfaces.

LEARNING THE BASICS:
Ricebug - Although these are mainly QERadiant Tutorials, they do cover the 'getting started' phase of mapping well. Some more advanced topics like lighting are also discussed.
The Forge - Long-standing map editing site, with Worldcraft tutorials and submissions from pros like Levelord.
LevelEd - Excellent and comprehensive set of tutorials covering many aspects of mapping including architecture, design, lighting and texturing.
QuakeLab 2 - Common compiler problems and how to solve them, as well as several articles on level design by the general community.
ADVANCED TOPICS:
QBSP3 & QVIS3 - In-depth discussion and analysis by L-Fire of what these compilers actually do with your .MAP file. There are also some important technical sections on how detail and hint brushes work, and how to use them effectively.
ERROR: *Index overflow: - Tony "Mad Dog" Ferrara and David Hyde discuss this particularly frustrating compiler error, and how to avoid it. They even provide the handy 'MapSpy' utility to check whether your map is likely to suffer from this problem. These guys are now working on the Lazarus mod for SP Quake 2, which dramatically extends the functionality of the entity set available to mappers.
Lighting - Good article by the aforementioned Mr. Ferrara on how to use light and shadow to set the mood of your level. As he says, lighting should not be added merely as an afterthought.
Level Design - 'The Art and Science of Level Design' by Cliff Bleszinski (Epic Games). Originally written for the Game Developers' Conference 2000, this text describes the role of level designers, lays down some useful design commandments, and details many techniques learned first-hand from working in the industry.
Gamasutra - Specifically, their 'Level Design Resource Guide' consisting of in-depth articles by professional game designers. Non game-specific, these cover topics such as design methodology, and using experimental and visionary architecture as inspiration.
